TAXING TIMES: Reading your preliminary notice of market value

This is a replica of the Preliminary Notice of Market Value that was mailed to Allegheny County property owners starting yesterday and continuing for residential properties through Nov. 13 and for commercial properties through Nov. 27.
1. A not-so-subtle reminder that this notice has no information about your property taxes. Property taxes will be determined next year when the county, school districts and municipalities set their millage rates based on these newly established property values.
2. Property owner name and mailing address.
3. Location of property whose value is listed.
4. The E-Code is the password property owners need to contact the Sabre Website (www.revaluation2000.net) and check data used to establish the value of their property, including the three to five comparable properties that recently sold and were used to help establish market value.
5. Preliminary market value of the property determined by Sabre Systems. This is the value the property would be expected to sell for in a competitive market.
6. Instructions on how to request an informal review of property valuation via mail, telephone or the Internet.
7. Property owners who request an informal review by mail need to fill out form at the bottom and describe on the back factors that could change the preliminary value. These might include structural damage (termites, say) or a basement that regularly floods.
8. Parcel number identifies the property in assessment computer system and on county tax maps.
