The Steelers have brought in former Denver Broncos punter Tom Rouen as a possible replacement for Miller. If he passes a physical today, Rouen is expected to be signed to a contract and punt Monday night against Tampa Bay.
Miller, who ranks eighth in the AFC with a 41.2-yard average, was not injured in a game. Rather, it's a degenerative injury in which bones improperly rotate in his shoulder, leading to arthritis. Miller had similar surgery on his left shoulder four years ago.
Rouen, 34, was in his 10th season with the Broncos when he was released in September. He was picked up by the New York Giants and ranked fifth in the NFC with a 42.5-yard average on 37 punts. But Rouen was released in October.
Rouen had a career punting average of 44 yards in nine previous seasons with the Broncos. In 1999, he led the NFL with a 46.5-yard average, though his best season was '98 when he averaged a team-record 46.9 yards.
