In researching the stories for this series during the past 18 months, Post-Gazette Staff Writer Steve Twedt made dozens of visits to juvenile lockups and mental health treatment programs throughout Pennsylvania, accompanied frequently by Staff Photographer Robin Rombach.

Twedt, a special projects writer and editor for the Post-Gazette, also talked to attorneys, judges, probation officers and mental health experts across the nation, as well as the children and families directly affected.

Twedt's most recent project looked at unhealthy truck drivers who evade federal medical requirements, posing a risk to drivers everywhere. A 1999 series he co-wrote with Education Editor Jane Elizabeth about teachers who molest students won the national Education Writers Association investigative reporting award.

Twedt also was one of 12 American journalists selected for the 1998-99 Michigan Journalism Fellows program.

Photographer Robin Rombach joined the Post-Gazette in 1993. Her previous work includes series on black infant mortality and the Appalachian Trail.

Rombach and Twedt last teamed in 1997 for a series about the growing number of medically fragile students attending public schools. Rombach's photography for that series was a runner-up in the national Robert F. Kennedy Award for Journalism, the second time her work has received that honor.
